The weak social structures, limited awareness and understanding of policy processes, and capacity to of civil society to mobilize other stakeholders and yet with the recently concluded and ongoing comprehensive period of several policy reforms in the ENR sector motivated the ENR CSO Network to establish district forest coalitions. This undertaking started with five districts in the Albertine rift Region namely;(Hoima, Masindi, Kiryandongo, Kabarole and Buliisa) with support from CARE International under the FOREST Programme.

This has involved mobilization of vulnerable communities, coalition building and knowledge creation in order to build capacity of natural resource dependent communities. Communities are able to collectively demand for their rights through active engagement in these policy processes right from formulation to implementation and monitoring and thus link sub-national lobbying and advocacy initiatives to national level policy processes.

The goal of the ENR-CSO Network FOREST project is to enhance civil society coordination, networking and multi stakeholder collaboration to ensure an all-inclusive management of forest resources in the Albertine Rift.
